has ended in a positive way, the story of the TIA - Rate of environmental health services, which in recent months has led to a heated confrontation between the administration and municipal associations. business associations have repeatedly brought to the attention of the municipal administration the need to revise the amounts of recent bills TIA for non-domestic users who have seen a significant increase, which in some cases has reached 700% compared to than last year.
As repeatedly stressed by the same representatives of associations, traders, crafts and SMEs in the Municipality of Latin America are experiencing moments of deep crisis due to unfavorable economic conditions and need special support through consultation with the administration.

Given that:
1) management system waste skills on tariffs for urban sanitation services can be deployed on various levels:
The Ministry of Environment developed the method "normalized" to define the components of the costs and determine the reference rate (DPR Apr. 27, 1999 n .158)
Municipalities determine the price for their land, leading to the fixed and variable parts together and sharing the costs among the categories of households and non-domestic (DPR n.158/99)
Transmission service (Latin spa environment for the city of Latina) apply the fee scale set by the municipalities and ensure the collection (art.49 Decree. February 5, 1997 n.22)
Trade associations are carriers the various interests of its members and through dialogue and consultation with municipalities and service managers can be more realistically the needs of each non-domestic users.
Since:
1) In the transition from fee-rate is useful by any association representing the administration, in time and manner to be agreed, in a timely manner the actual production of the various non-domestic waste.
2) the complexity of the formulas for determination of tariff quotas and the problems resulting from using the coefficients and the classes of users proposed by the Legislature have led to significant increases.
3) the traders of the Municipality of Latin America have already received payment of bills TIA with significant price increases.
4) the failure to consultation with trade associations has led to situations of distress for each non-domestic users in particular categories 4-16-22-23-24-27-29 Regulation (and the categories are not mentioned ) already addressed in that report of the Latin spa Environment of 18 July 2008.
5) traders, crafts and SMEs in the town of Latina are going through moments of deep crisis that would have an impact on the entire city community due to economic downturn;
6) Micro and small enterprises are the leading sector of national economy and therefore need special support through consultation with the Board;
parties in accordance with the powers described above and further to the felt and widespread need to initiate a comparison in a concerted manner in order to begin a process of analysis aimed at developing operational guidelines for economic management and to identify and resolve all stakeholders of the system the most significant issues

- Establishment of permanent technical committee for consultation between the Associations signatory to this Protocol, the City of Latina and Soc "Latina Spa environment, "with the function:

Understanding and achieving a greater share in the tariff

Encourage separate collection and projects that reduce waste production as determined by the current "Rules Tariff Service of municipal waste management" by the application of tariff reductions, for a proportional share of the results achieved by the collective users in a contribution to collection agreed with Latin spa Environment, City of Latina and trade associations.
Achieving the targets set by Environment Latin spa with the implementation of a project for recycling through the trade associations that will best promote their members at the success of the initiative, thanks to the concrete represented by the reduction in incentives proposed rates for non-domestic users.
Assessment by the Environment Latin spa surface to be covered by the exclusion rate for those activities that are engaged in the special waste collection. This assessment will be done upon request and submission of relevant documentation (site plan and use areas, if necessary, visit Environment Latin).
Proposal to amend article 10 of the Regulations for the implementation of the TIA in order to facilitate the firms that uncovered areas by applying higher deductions from 50% in 2009.
Environment Latin, with the consent of the City of Latina, will prepare a plan for deferred payment of the amounts required from 2008 to holders of non-domestic users, such instances will be submitted by interested parties and evaluated by the technical board of conciliation ;
On approval the Economic and Financial Plan (PEF) and the 2009 rate, the municipal administration of Latina is committed to submit to the City Council and committees, amendments to the existing "Rules Tariff Service Solid Waste Management", concert with Trade Associations signatory to this Protocol.
